To a small extent some devices already use this idea. The limit is the amount of charge contained. Some types of memory backup systems use supercaps (1 farad or better) the size of a lifesaver instead of coin cell batteries. I'd be willing to bet you that some varieties of those solar powered walkway lights use capacitors instead of batteries.
